Q&A: Matthew Rogers on stimulus funding
Matthew Rogers has been the point man helping to craft policies and distribute an unprecedented wave of federal spending to just about every corner of energy universe —from smart grid to renewables to diverse, promising new technologies. He was tapped by the Obama administration early in 2009 to make sure that federal stimulus funds in the energy sector are wisely applied and deliver millions of new jobs. Rogers, a former senior partner of McKinsey and Company, recently sat down with EnergyBiz in his office in Washington, close to the office of Steven Chu, the U.S. energy secretary, to discuss what has been accomplished and what remains to be achieved.
EnergyBiz: Are stimulus funds being spent fast enough on smart grid in the energy sector?
Rogers: I am very excited about where we are in the grid. We'll have done certainly well more than $50 million in June in terms of outlays. This is a program that runs effectively over three years in terms of the output. Our task now is to get it up to about $120 million a month. If it runs at that rate, then it effectively spends out the money during the course of the program....
